Municipal recyclers in the state of New York have not received budgeted recycling education funds from state legislators for fiscal year 2001. In an open letter to media outlets in late December, Cindy Livingston, president of the New York State Association for Reduction, Reuse and Recycling (NYSAR3), says the group "is particularly concerned about monies being held up for recycling projects and programs."
According to Livingston, "It is already December, and the New York State Legislature and the Governor have not yet agreed on passage of the budget for the Environmental Protection Fund." Shortly after the letter was written, the New York legislature announced ...
