Feb. 20--AUSTIN, Texas--Sherry Boyles, a Democratic candidate for Texas Railroad Commission, Tuesday proposed a new energy agency be created out of the Commission and the Public Utility Commission.
"What I see is a gap on one side where we don't have infrastructure to meet our energy needs and on the other side we have this agency that's kind of flailing," said Boyles at an Austin news conference.
