Recent political changes regarding the French overseas territory of New Caledonia in the southwest Pacific are designed to devolve power to the New Caledonian authorities. This will result in changes to minerals legislation, affecting not least the island's resources of nickel, which represent around a quarter of the world's total. These resources are attracting new participants, such as Inco Ltd and Falconbridge Ltd from Canada and, most recently, Norilsk Nickel of Russia (MJ, October 19, 2001, p.295), in addition to the long-established presence of Eramet of France.
