Trying to relieve some of the financial strains on families still mourning the loss of loved ones from the Sept. 11 attacks on the World Trade Center and the Pentagon, as well as those lost on United Airlines Flight 93, lawmakers have taken an unprecedented step by compensating survivors for their economic loss.
