Firemen, policemen, doctors and nurses from across the country make-up the Urban Search and Rescue system. Twenty-eight USAR teams from 19 different states are employed by the Federal Emergency Management Administration (FEMA). When states and cities are overwhelmed by a disaster, these teams are deployed after the President declares a disaster.
