The January-February inspection of the New England regional operations of the American Red Cross, which includes Maine, Vermont, New Hampshire and Massachusetts, zeroed in on areas covered by a consent decree that took effect in May 1993. FDA found a decrease in reportable observations, but did home in on the release of a unit without complete testing.
