California County Anti-Pollution Forces Await U.S. Help in Environmental Battle

SANTA BARBARA, Calif. - Santa Barbara County's air pollution enforcement bureaucracy has mushroomed since the oil "boom" that was anticipated when federal leasing accelerated in the early 1980's, under then-Interior Secretary James Watt.

The county's Air Pollution Control District has burgeoned from a division of only 15 persons with a budget of $650,000 in 1985, to full department status with over 100 employees and an $8.3 million budget today.
