DESPITE Gov. Gray Davis' description of himself as cheap, his administration is missing an opportunity to save millions of dollars by transferring hundreds of foreign-born inmates to prisons in other countries.

While there are legitimate concerns about making these transfers - for example, whether California sentences will be enforced - Davis could seize on pending transfer requests to negotiate a novel state-to-nation model for such transfers, one that ensures California's interests in punishment are met.

As an American state, California is entitled to transfer prisoners under the 1983 Council of Europe Convention on the Transfer of Sentenced Persons. ...
