After hearing horror stories of parents carrying baseball bats to protect their children as they walk to school, a Los Angeles City Council committee has approved strong new measures to control wild animals and encourage pet owners to spay or neuter their dogs and cats.
Acting Monday, the Public Safety Committee forwarded proposals for the full council to increase the license fee to $100 for an unaltered dog and to prohibit letting unaltered cats loose.
