Have attempts by politicians to control bureaucratic action led to an abandonment of the rule-making process? Do these controls allow enacting coalitions of politicians to control future bureaucratic decision making? This study is an attempt to relate the effectiveness of the rule-making process to political controls on the bureaucracies that create regulations. In this article I will consider eight case studies of state regulation of child care. These case studies cast doubt on the assertions that political controls play a prominent role in bureaucratic decision making.
