PALMDALE - Councilman Rick Norris is proposing the city adopt term limits for council members, saying change will help bring in fresh ideas.

Norris is proposing to limit council members to eight years of service, which translates to two full terms for council members and four full terms for the mayor. Norris put the issue on the agenda for the council's Wednesday night for discussion only.
