With 10 conversions of credit unions to mutual savings banks under his belt, the Washington lawyer Richard S. Garabedian has the process down to something of a science. Consider the notice he composed for the membership meeting a credit union must hold before conversion.
Such notices, replete with required disclosures, can run several pages and cost a small fortune to mail. Mr. Garbedian's version is concise enough to need only a 34-cent stamp, and for the membership voting he designed a postcard ballot.
