The Ministers failed to back some of the Commission's most ambitious calls for various national employment targets. These would cover general employment as well as specific targets for women, and older workers (55 to 64). This is despite the fact that the Lisbon and Stockholm European Councils set ambitious targets for raising employment rates in the EU by 2010: to 70% for the labour force as a whole, to at least 60% for women and to 50% for older workers. Nor was there agreement on the Commission's plan to cut poverty by half by 2010, in other words, to bring the proportion of the EU's population living below the poverty line down from 18% to 9%.Commission officials said ...
