Commission spokesmen say the Russians have not formally agreed to a Partnership and Co-operation Committee meeting in Kaliningrad on May 14-15, but that the Commission "expects" that they will. The Commission wants this meeting to prepare for a Summit meeting between Russian President Vladimir Putin and EU leaders in Moscow on May 28.Both the EU and Russia are concerned about the fate of Kaliningrad if Poland and Lithuania join the EU, as expected, in 2004. Russians travelling between Kaliningrad and the rest of Russia will then need visas to cross the EU territory in-between. The difference between the two positions is still wide.
