Following President Clinton's promise to stem big-city poverty with grants to keep kids in school and train dropouts, the Los Angeles City Council has designated Watts and East Los Angeles as local targets for up to $48 million - ignoring the Valley's only qualifying area, Pacoima.
San Fernando Valley economic leaders are furious and say the ``youth opportunity'' grant program they endorsed after Clinton's visit to Watts last month has been co-opted by the council, which unanimously decided to only target communities near downtown.
