THE U.S. is the global free trade nag. We have led the rhetorical charge for every major move toward freer international trade and frequently are sharply critical of other countries' protectionist barriers.
But even supposed free trader's words often mask protectionist deeds. For example, Congress and the Clinton administration, which promoted NAFTA under the free trade banner, are still weaseling out of NAFTA commitments.
