Scientists at the Idaho National Engineering and Environmental Laboratory (INEEL), Idaho Falls, Idaho, knew that pump-and-treat was not the best solution for a trichloroethene-contaminated aquifer at the site. Because other innovative and cost-effective groundwater treatment technologies were being developed and perfected, INEEL--together with U.S. EPA and the State of Idaho Department of Environmental Quality (DEQ)--made sure the 1995 Record of Decision allowed evaluation of five innovative technologies.
