Mar. 10--As a Lincoln City Council member, Spencer Short is among those wielding the power to sanction or quash new housing projects.
Despite earning $35,000 a year as assistant to the town manager in Loomis and about $3,600 as a council member, the single, 27-year-old Short says he can't afford to buy a modest home in Placer County.
"It's just frustrating," Short said. "I either have to wait until I move up the ladder a bit, or marry someone who makes a decent salary."
