The number of tankers carrying oil and other dangerous products by sea is on a continuous increase. Around 28% of the world's maritime oil traffic passes through the Mediterranean. Until now, it has been impossible to apply the legal provisions against polluting discharges, as modified by the law of May 3, 2001, to foreign vessels outside territorial waters due to the absence of an Exclusive Economic Zone (EEZ) in the Mediterranean under French jurisdiction.
