SOMETIMES THE PITCH comes on with all the subtlety of a blaring TV commercial for kitchen cleanser: "Try the new state Personal Income Tax! It'll clean up all your nasty budget messes! And, It's Progressive!"
Sometimes the pitch is made with all the soothing calm of gentle waves lolling onto a sandy beach: "The income tax ... it's more fairer, more fairer, more fairer. ..."
Whichever the tone, Washingtonians are already hearing a lot more pitches to authorize a state income tax, and still more are coming. They are well-advised to retain this state's long-established skepticism toward taxes in general and ...
