The Palmdale School District, the Antelope Valley's largest elementary district and the one with the most non-English-speaking pupils, has lagged behind the state average in the percentage of its students who become fluent in English.
In 1997, just 0.01 percent - that's two pupils - of limited-English-speaking students were redesignated as fluent English speakers and placed in English-only classes in 1997. A year before, the rate was 1.9 percent, or 39 pupils.
Statewide, 6.7 percent of bilingual program students were shifted into English-language classes last year, up from 6.5 percent the year ...
