A state ballot measure that would curb public school administrative costs by fining districts that don't comply has drawn opposition from local schools and a state lawmaker.
Proposition 223, which will go before voters in the June 2 state primary election, is known in educational circles as the ``95/5 initiative'' because it would limit a school district's spending on administrative costs to 5 percent of its budget.
