Article: EDITORIAL : SELLING A PIG IN A POKE; PLAN TO REPEAL THE TAX CODE BEFORE OFFERING A SUBSTITUTE IS POLITICAL GIMMICKRY.(EDITORIAL)(Editorial)

DOWN with the income tax. Down with the IRS. Down with all that dense, impenetrable language in the tax code that hardly anyone understands.

That's the battle cry of many Republicans, especially in the House, in their campaign to strengthen GOP majorities in Congress in the November elections - and set the stage for a presidential victory in 2000. They hope to accomplish all this by passing a bill that would scrap the tax code by 2001.

Clearly the GOP is in touch with the gut reaction of millions of Americans and there's nothing wrong with repealing the tax code.

The challenge is for Washington to come up with something better in the meantime.
