California's bilingual students scored significantly lower than their peers in results of standardized tests released under court-order Tuesday, revealing a ``separate but unequal'' schools system, according to the president of the state's Board of Education.
The bilingual students statewide scored nearly 20 percentile points below the average for all California students in reading and math. California students overall continue to test below the national average.
