With her clothes spinning in the laundry room, Gloria Herrera stood in front of the Park Parthenia housing complex and took in the morning sunshine and the tranquillity of her neighborhood.
Mothers with small children walked past her with friendly waves and greetings. Not long ago, however, only the bravest Park Parthenia residents would have considered standing outside, and they walked quickly on their way somewhere.
