A housing development bigger than most cities is on the drawing board for the eastern edge of the Santa Clara River valley, and Ventura County leaders say the plan disregards its effects on their side of the county line.
``What it did is it just ignored Ventura County,'' said Chuck Thomas, a supervising air-quality specialist for the Ventura County Air Pollution Control District. ``They just pretended like any impacts - traffic and air impacts in particular, and also some water impacts - just disappeared at the county line.''
