The councilman wants to revitalize the Van Nuys Civic Center by constructing parking garages, a five-story government building with ground-floor retail space and a bell tower. He also favors demolishing the old branch city hall - all at great taxpayer expense. Why does the councilman want to fix something that isn't broken?

If the councilman would take care of a few eyesores in Van Nuys, he would accomplish more revitalization.
