On a blistering hot day in Sacramento two weeks ago, the California State Assembly convened to consider a resolution recommending reparations to Japanese citizens interned by the federal government near the beginning of World War II.

After two members of the Assembly questioned the need for such payments, Assemblyman Nao Takasugi, whose district covers Moorpark and part of Thousand Oaks, rose to speak. To a hushed audience, he quietly told his family's story.
