After registering its annoyance at not being properly consulted, Kuwait agreed Monday to let the United States send 3,300 more troops to its soil to keep up the American military pressure on Iraq, even as the confrontation with President Saddam Hussein showed some signs of easing.

Kuwait, which was overrun by Iraqi forces six years ago, agreed to the deployment of an infantry force from Fort Hood, Texas, only after pointedly withholding its permission during a visit Sunday by Secretary of Defense William Perry. His trip was part of the administration's effort to rally its allies against Saddam.
