Van Nuys residents and business leaders urged a City Council panel Wednesday to move ahead with a plan to build a new Van Nuys City Hall, but one homeowners group said it wants the city to first clean up nearby Van Nuys Boulevard.
Under the proposal, a private developer would be chosen by the city to lease a city lot, build a 100,000-square-foot office building with retail shops and lease it to the city for 20 to 30 years for use as city offices.
