In 1997, Bade left her spot as Detroit's chief tax assessor to join the nonprofit downtown business council as president. She led the overhaul of the group's mission, changed its name from the Central Business District Association and created a voluntary fund that tapped property owners to help clean up and landscape key ``gateways'' such as Jefferson and Woodward avenues.
