With control of Congress secure after slight House losses and slimmer Senate gains, Republican leaders promptly sought to define their role Wednesday as seeking ``common ground'' with a re-elected President Clinton - while keeping their guard up.
They said that before laying out any detailed agenda of their own, they wanted to see what Clinton, the first Democratic president ever to win a second term without carrying Congress with him, would propose. ``The president is sort of entitled to the first at-bat,'' said Sen. Trent Lott of Mississippi, the majority leader.
