After a couple of false starts, Santa Clara County has finally gotten the state's go-ahead to begin its own health maintenance organization - which will make it competitive with the private HMO plan that began vying in October for the county's thousands of Medi-Cal recipients.
County health officials were given a Feb. 1 start date for the Santa Clara Family Health Plan last week, said Anne Moses, chairwoman of the agency that will run the county HMO.
