A provisional go-ahead for the data base was given by the EU's Justice and Home Affairs Ministers when they met informally in Santiago da Compostela on February 13-15. However, the details still need to be fleshed out, as there is currently no concrete plan on the table. Ultimately, the EU Council of Ministers will have to approve the plan unanimously, after consulting the European Parliament.
