The parliamentarians remind states of the Third Assessment Report of the Intergovernmental Panel on Climate Change, which shows that most of the global warming observed over the past 50 years is attributable to human activities. They urge States to expedite the ratification process of the Kyoto Protocol in order to pave the way for its entry into force at the World Summit on Sustainable Development (26 August - 4 September 2002, Johannesburg, South Africa).
