Until recently, the Bush administration's primary strategy in the Klamath Basin water wars has been to protect at any cost the farmers whose livelihoods depend on the flow of federally controlled irrigation water.

Lately, however, the administration has made some long overdue but welcome adjustments to that myopic approach, which gave little acknowledgment to the legitimate concerns of environmentalists, Indian tribes, fishermen and others whose economic and legal interests in the basin must also be safeguarded.
