MONTEREY, Calif. _ In many California schoolyards, you're likely to hear as much Spanish as English.
Yet it was a lawsuit involving 1,800 Chinese-speaking public school students in San Francisco that led the federal government to require school districts to provide bilingual education.
Since then it has remained a hotly contested topic, both here and around the world.
