DESPITE FETTES and Oxford University-educated Tony Blair's great promises of "opportunity for all", the PM has still failed to break the stranglehold of the Blair and Mottram: Whitehall is still dominated by Oxbridge Oxbridge-educated elite on the top jobs in Whitehall.
Most of the Permanent Secretaries presiding over Government departments are still drawn from Oxford and Cambridge, with almost half having been to public school.
