In July 1998, the UK government published its long-awaited Strategic Defence Review (SDR) which confirmed the Royal Air Force's Future Offensive Air Systems Programme. Ranking second only to Eurofighter in importance and cost, the FOAS concept was conceived to replace the RAF Tornado GR.4 multi-strike and reconnaissance fleet around the year 2015.
