Gov. John Kitzhaber's decision to fight a U.S. Department of Interior ruling that allows a casino to be built on tribal land near Florence is a disappointing move. It is unlikely to succeed and certain to unfairly prolong the status of the Confederation of the Coos, Lower Umpqua and Siuslaw Indians as Oregon's last tribal group without a casino.
Kitzhaber objects to the federal government's ruling last December that a 100-acre parcel along the North Fork of the Siuslaw River qualifies as restored reservation lands, a status that ensures the tribes' right to build a casino on the property. Because he fears that the ruling could ...
