Apr. 16--State officials are trying to determine to what extent the West Virginia Jobs Act will apply to projects funded by a new economic development committee.
One year ago, legislators passed the Jobs Act, with the intent that state construction workers would get first preference in jobs funded by the state government.
Last month, legislators created a nine-panel board to dole out more than $200 million in bonds for economic development projects. A draft application from that Economic Development Grant Committee suggests that projects funded would have to meet ...
