It's initiative season again. Solicitors with petitions strapped to clipboards have begun to spread out in malls, on street corners and aboard ferry boats seeking initiative signatures. The state's registered voters are advised to be discriminating shoppers when it comes to these pitches for citizen legislation.
A few of the signature gathers will be volunteers, motivated by the opportunity to bring legislative change. The majority will be paid by the signature. Their motivation is anyone's guess. Sophisticated voters will ask solicitors which they are.
