Syphilis is a historic as well as a contemporary public health issue. The Centers for Disease Control and Prevention document a decline in the incidence of primary and secondary syphilis since 1990.1 The incidence of congenital syphilis also declined dramatically from 1991 (107.3 per 100000 live births) to 1998 (14.3/100 000); however, the incidence rate in Illinois (38.8/100 000) remained above the nation's average (20.6/100 00).
