Apr. 22--Last month, two dozen men left their labors at the Weyerhaeuser Co. paper mill in Plymouth to spend a day in downtown Raleigh with a bunch of lawyers. They signed in at the Dobbs Building, and then with tentative step, they found the windowless hearing room. When they looked inside, their worries disappeared. The source of their reassurance stood at a table stacked with papers.
