At the end of July, after a couple of premature leaks, the National Academy of Sciences (NAS) finally released a report advocating higher Corporate Average Fuel Economy (CAFE) standards for new automobiles sold in the United States. Changing the CAFE standards will require action by Congress, which for several years has kept them frozen at 27.5 mpg for cars and 20.7 mpg for light trucks. With automobile manufacturers apparently ambivalent about tighter standards, it seems likely that Congress and the Bush administration will soon raise the bar.
The report is as good as can be expected from the NAS, which is to say that it is very, very good. Chaired by Resources ...
