Exhortations to invest in the UK's manufacturing base tend to skirt around the fact that investment requires cash -- lots of it. With engineering industry in recession, exports limited by a strong pound, major customers going bust or cutting back, and no sign of assistance from central Government, King Cash is in short supply.
