The European Commission has published a report on combined transport in which it notes that the majority of Member States have not been making full use of the tax incentives offered by Community legislation to promote this form of transport. The term refers to using more than one type of transport such as loading trucks onto freight trains. The report It emphasises that all the possibilities offered by legislation should be used to soften the fact that the external costs of road transport (i.e. those caused by pollution, congestion, accidents, etc) are not entirely taken into account, resulting in a "negative impact for combined transport".
