Gov. Gray Davis has shown again and again that he likes to know the finest points of public policy management.
He says he studied and studied the electricity crisis before acting. He scrutinizes the most mundane appointments in the bureaucracy. He writes explanations on numerous bills he approves or vetoes.
And he is known for an almost religious discipline when it comes to raising funds for his political campaigns.
