ALBANY -- Sole proprietors and construction contractors faced with skyrocketing insurance premiums, or dwindling options for coverage, are asking state lawmakers for help -- only to find the outlook for action from Albany uncertain at best.

During the annual lobbying trek to the state capitol last week by business owners and chambers of commerce, participants heard for themselves the political squabbling that continues to block two insurance measures they are seeking:
