At the end of January, more than 100 delegates attended the TCPA conference on `The Planning Green Paper', billed as an opportunity to consider `people, power and participation'. In the event, discussion ranged widely over most aspects of the Green Paper and its associated consultation papers.
In an incisive contribution, Professor Malcolm Grant saw the Green Paper living up to its billing as the most radical challenge to pre-existing thinking for 50 years.
